The Head Start / Early Head Start (CNMI PSS ES/EHS) Program operates on the islands of Saipan, Rota, and Tinian, with the administrative offices located on Saipan.

Special Education, as defined by the Individuals with Disabilities Education Act, (IDEA), is specially designed instruction, at no cost to the parents, to meet the unique needs of children with disabilities. 

In 1986, the Individuals with Disabilities Education act was amended to include Early Intervention Services for Infants and Toddlers with disabilities and their families, otherwise known as Part C of IDEA.
