Executive Summary

 

San Vicente Elementary School (SVS) is located in San Vicente, Saipan.  We are “Home of the Canary” and take pride in our school motto “Aim High”.  At SVS, we believe that the primary role of education is to support the total development of each student.  This development is achieved through the integration of academic disciplines with the physical, emotional, social, moral, aesthetic and cultural values.  Educating our children requires an active, cooperative effort involving the school, the community at large, and the students with their families. Therefore, SVS is most effective when it builds and maintains strong community relations.

SVS serves a diverse ethnic population and is considered one of the largest elementary schools on Saipan. For school year 2023-2024, out of the 496 students enrolled at SVS, 374 are of Hawaiian or Pacific Islander population, 102 Asian, 14 Hispanic/Latino, 4 Black or African American, 1 American Indian or Alaska Native and 1 White. 

SVS continues to commit to provide quality education that meets the needs of our students, staff, and parents. With our combined efforts, we aim to meet our critical initiatives as stated in our School-Wide Action Plan for school year 2023-2024:
 

Critical Initiative #1
Student Success: If each student is provided with equitable, rigorous, relevant, and evidence-based instruction and support, then they will be able to achieve their academic, physical, social, and emotional goals.
Objective	Number of Activities

Critical Initiative #2
Safe & Caring Schools: If students have access to activities that foster the development of positive, social-emotional skills in a safe, inclusive, and conducive environment, then they will excel academically.
Objective	Number of Activities
By the end of SY 23-24, all students including ELL and IEP, will increase their Scaled Score by 5% or more as measured by STAR Early Literacy, Reading, and Math.	7

 

Critical Initiative #3
High Performing Personnel: If each student has access to activities that leverage high-performing personnel to provide instruction and support, then their growth will be guided toward reaching their goals.

Critical Initiative #4
Stakeholder Relations: Students will receive a comprehensive education if they are provided with opportunities to engage in meaningful learning experiences through a supportive partnerships between CNMI PSS stakeholders.

School Successes / Highlights from SY 2022-2023:

• STAR Assessment Results:
  • STAR Early Literacy and Reading: Based on Screener 1 and Outcome assessment results, SVS has made commendable gains in STAR Early Literacy and Reading. There was a 15% increase in students at grade level or above proficiency level, a 1% decrease in students at the on-watch level, a 6% decrease in students at the intervention level, and a 7% decrease in students at the urgent intervention level.
  • STAR Math: Based on Screener 1 and Outcome assessment results, SVS has made commendable gains in STAR Math for students in grades first to fifth. There was a 10% increase in students at or above proficiency level, a 4% decrease in students at the on-watch level, a 2% decrease in students at the intervention level, and a 4% decrease in students at the urgent intervention level.
• Three students receiving Special Education Services exited from the program.
• Two students receiving English Learner Program Services exited the program.
• A total of ten High-Dosage and Peer Tutors were assigned to SVS for the school year. The tutors were assigned to support students performing below grade level in the fourth and fifth grades. The tutors provided additional help in reading, math, writing, and any other subject the students needed. The tutors worked with the students daily, helping to build their confidence and understand concepts they had difficulty grasping. After-school programs focusing on academics, social and emotional health and wellness skills, cultural heritage, and musical skills were successfully implemented throughout the school year.
• The following student clubs were reinstated to provide leadership opportunities to students in grades kindergarten to fifth: Glee Club, Youth Advisory Panel (YAP) Club, Marians Youth Welcome All Visitors Enthusiastically (MYWAVE) Club, National Elementary Honor Society (NEHS).
• Participation in the following student competitions: Spelling Bee in Guam, CCLHS competition on Saipan and Guam, STEM, PGFC, and Math Court on Saipan and in Texas. One of our students, a Math Court program member, competed in the National Elementary Math League competition in Texas in June 2023.
