External Evaluator for the AmeriCorps Program
To: All Proposers
Please be informed of the following questions received and the Public School System's responses to the above-referenced RFP. This response is to provide clarification to the questions received from the Proposers, as listed below.
Q-1. I am planning to apply for PSS RFP 26-015 External Evaluator Services for the AmeriCorps Program. My question: Is it possible to submit the application via email? I am located in Hawaii and have found that postal mail service to Saipan can take anywhere from 3 days to several weeks. I am concerned that a submission via U.S. Postal Service will be delayed past the deadline.
A-1. You may submit the proposal via email, but it does not exclude the requirement stated on the RFP announcement, "Proposals must be placed in a sealed envelope marked PSS RFP 26-015 “External Evaluator for the AmeriCorps Program” containing one (1) original with three (3) copies and submitted to the PSS Procurement & Supply Office in Capitol Hill, Bldg.1206, no later than March 12, 2026 at 02:00 p.m." It is true that USPS is not always consistent with their delivery schedules, but we have seen in other IFBs & RFPs proposers using other mail couriers to submit documents. The email submission will not be viewed or opened until the time announced in the RFP. Please do not copy other PSS employees that are not in the announcement so that we can preserve the confidentiality of the submission.
Q-2. Is a CNMI business license required?
A-2. Off-island proposers do not need to obtain a CNMI Business License. And, a W-9 is required upon signing of the contract, if they are selected or a contract is awarded.
